The Best Street Ever was turned into the Best Motorcade Ever this week after the Metro Manila Development Authority decided to move their U-Turn slots without warning again.

To address the complaints of confused and irate motorists, the MMDA deployed dozens of traffic officers to stand around and wave their hands ineffectively to send the message of “fuck you, motorists.”

Bayani Fernando, MMDA chairman, believes in U-turn slots and Lee Kuan Yew’s strong-arm approach to public order. So much so that he has taken to calling the U-Turn slots LIKUAN-U in a sort of clever homage.

Fernando’s approach to traffic management however, seems to be more inspired by Saint-Exupery than anyone else,  because driving on Metro Manila’s roads now feels like this:

You basically get to drive like a maniac  for five seconds before hitting a bottleneck because of crappy roads and/or those goddamned LIKUAN-Us.

Consider the C5-Kalayaan Ave. area,for example. You have a nice wide road that suddenly fucking branches out into more divergent paths than a Monty Banks game show.

The service lane goes to Kalayaan Ave., the center lane goes straight down to the South Luzon Expressway and four lanes are taken up by the elevated U-Turns slots.

This means that motorists lose four lanes to these concrete monstrosities that are only a good idea to the 5 people who use them everyday while everyone else gets stuck in the chaos underneath.

  4. It’s cool, diplick. Sosing Tibak has a point. I’d like to think that I do my part in being a good citizen in real life. For example, I use the MMDA urinals and do not sell stuff on the street.

    One has to consider, though, the other stuff that BF has done like illegally confiscate the wares of said street vendors with no proper way to track and inventory the goods, and with no way of reimbursing the vendors. The idea being they broke the law, so tough luck.

    The same thing happened to pedicab drivers in the Taft Ave.-Roxas Ave. area. The MMDA took their pedicabs away.

    Which would be fine, I guess, except the MMDA confiscating stuff is not allowed under the law. Also, the confiscated goods had a tendency to end up with MMDA employees. One MMDA guy was able to launch a fleet of pedicabs in his area for free. Does that seem right to you?

    Also, if we’re going on the whole actions speaking louder than words thing, then these actions ought to have results, yeah?

    1. I didn’t say that traffic is at it’s worst. I said, though, that the frequent and unannounced relocation of U-turn slots causes a lot of traffic and confusion.

    You should read my prolific and glib writing before you react.

    2. From 2006 to 2008, your Bayani Fernando instituted heavy-handed tactics to confiscate pedicabs along Taft Avenue, despite this being confiscatory and against the Constitution. There was no accounting done, and the pedicabs ended up in the hands of MMDA employees.

    The same thing happened to many sidewalk vendors who had their makeshift stalls demolished and their wares confiscated, again, violating the Constitution. Again, there was no accounting system for the vendors to either get their wares back or be reimbursed for them.

    Does that seem right to you?

    3. The senators that you are targeting are legislators. Their job is to write laws. Often, they are asked for comment on issues of national importance supposedly because they have a national constituency, and because these issues can affect legislation.

    True, there is a lot of politicking and cheap gimmicks at the Senate, and if you bothered at all to read this blog, you would know that we poke fun at them more than we do your Bayani Fernando.

    By that same rationale, you must have a raging erection for both Escudero and Legarda. I bet you rub yourself against your pillow every night just thinking about them.

    I see that you still haven’t addressed the issues that I have raised. These aren’t just things that I made up, you know, these are all a matter of public record, and have implications for a Fernando presidency.

    Did you bother to address the concerns raised by these points? Seriously, if you had given even a half-sensible argument, then I would have listened.

    Instead, you go on another tirade about me not having a job or whatever. You even say that I have nothing better to do than to research about your BF, and that is pretty disappointing because doing research on potential presidential candidates is the smart thing to do. You want to know whether a person deserves your vote, and you do this by looking at a candidate’s track record.

    Why, for instance, would I vote for someone who has shown little regard for human rights? Why would I vote for someone who would willingly defy the Supreme Court and dare people to file a case against him for it? Why would I vote for someone whose solutions to the traffic situation seem ad hoc and arbitrary?

  30. Sorry for the wrong spelling guys, I am realy a doctoral student in NCPAG…..nagmamadali ako eh…well, maybe you can go to Marikina and try to verify the 11,000 houses. It is actually found in two barangays…tumana and fortune ….a barangay in Marikina has around 30,000 pupulation. The 11,000 figure could be low.

    By the way, I am not the main consultant of the Fernandos.. I will be honored to be one pero I am just one of the many people who believes in the can do attitude of Chairman BF. He has a complete trust on the Filipino people..he never gave up on us. As MMDA Chairman, pwede syang pa kuyakuyakoy lang sa opisina but he chose to champion the public good instead.     Getting back on topic, though, the U-turn slots on Katipunan were repositioned again this week. Again, with no warning.

  35. onetamad: That is really inconvenient and inconsiderate.

    I’m currently based in Singapore right now and near my office, they had to reverse the flow of traffic on a small one way street. The government mailed flyers to all the offices and addresses in the area informing them of this change one whole month before they implemented it.

    On the day itself, signs were put up 500m-1km away in nearby streets to alert motorists and traffic officers were deployed along the street to guide them. The arrows on the road were promptly repainted to point the other way, and corresponding No Entry signs were erected in all of that street’s intersections.

    I wish MMDA would adopt a method that is equally considerate, transparent, and efficient as this whenever they choose to make changes in traffic policies.

    I have the utmost respect for Bayani Fernando, I congratulate him for his accomplishments, and I applaud his attempts to make our city work better, but if he expects the citizens of Metro Manila to develop discipline and obey rules, then he himself and the government body he leads should set an example and act with discipline and follow the rules.

  36. Lets be action oriented ha…onetamad, please write your idea here about what should be done in Katipunan..then, write a formal letter to the MMDA Traffic Group suggesting that your idea be implemented.
    Im sure they have basis on why they do such a thing and they will study your proposal.
    If your proposal is good, they will implement it..then, you can apply as traffic aide in katipunan area so you can implement your proposal accordingly….now your productive.

    MMDA hires ex-convicts for Tondominium project
    July 06, 2009

    MANILA, Philippines – The Metropolitan Manila Development Authority hired “hoodlums” in Tondo to work as masons, pipemen and carpenters for the agency’s “Tondominium” housing project in Manila, MMDA general manager Robert Nacianceno said yesterday.

    Nacianceno said the MMDA’s objective is to help ex-convicts in their quest for a new life. He said they will be given regular salaries and assigned in areas near their homes.

    “This is what we call character change – instead of by standing, extort and harass people in their community. Now, they will definitely have their own sources of income through this project that will be their way of changing their lives,” Nacianceno said.

    Earlier, MMDA chairman Bayani Fernando vowed to coordinate with Manila Mayor Alfredo Lim to improve, not only the houses of the people of Tondo, but their livelihood and environment as well.

    He said their livelihood and housing projects for the poor will not stop in Tondo.

    “Tondo will no longer be considered a dangerous place after our project. I am confident that capitalists will be encourage to do business in Tondo once everything is placed in order,” Fernando said. – Jose Rodel Clapano
